My dog stays outside during the day when I'm at work, and he also socializes regularly at dog parks and doggy "day camp", where I'm sure the occasional dog has a flea or two. He's worn his Hartz collar regularly and I've yet to see a flea on him, even at bath times. So I'd say that this collar does the trick.
You stretch the collar out of shape to "activate" it and then adjust it to your puppy's neck. Don't make the mistake of trimming the excess right away - the stretched collar will retract slightly later in the day and you will have wasted a dog collar (I did this the first time). After 6 hours or so, it is safe to trim.
This collar does have a powdery substance that adheres to the skin. I'd exercise caution around small children, especially when the collar is brand-new.
